Legislation Incorporating Chicago Appleseed/Chicago Council Model Child Support System Becomes Law

On January 6, 2003, Senate Bill 1966, the Unified Child Support Services Act, became law in Illinois as Public Act 92-0876. The Act incorporates the model system of child support collection and enforcement developed by Chicago Appleseed and the Chicago Council of Lawyers.

Child Support Reform Needed Now

A Statement by the Chicago Appleseed Fund for Justice and the Chicago Council of Lawyers: It is time for a complete overhaul of the child support program in Illinois. In fact, it is long overdue. A recent study by the Chicago Appleseed Fund for Justice and the Chicago Council of Lawyers found that the state program that serves more children than any other except the public school system is doing an abysmal job.

Chicago Appleseed Child Support Model System Incorporated in Pending Legislation

On April 5, 2002, the Illinois House of Representatives unanimously passed H.B. 5140. At a hearing on the bill, Representative Eileen Lyons cited Chicago Appleseed as "the major architect for the bill." Many of the concepts incorporated in the legislation are based on the model system outlined in the 1998 report issued by Chicago Appleseed and the Chicago Council of Lawyers, "Child Support in Cook County: A Model for Improved Performance," and on the results of Chicago Appleseed's comprehensive research and individual representation project conducted between 2000 and the present.
