Chicago Appleseed examined three aspects of the CPAC and GAPA proposals for civilian oversight and where these proposals differ – mayoral power, discipline of officers, and CPD administration and policymaking – in the context of Chicago’s policing history in an attempt to determine which may better serve as a vehicle for accountability.
